As CEO and owner of Kamine Development Corp., Hal developed, built, and owned seven unregulated non-utility power generation projects located in New York and New Jersey between 1982 and 2000. These projects totaled 600 megawatts and represented a capital investment of more than $800 million. Hal pioneered the independent power business from its inception in the early 1980s until 2000.
Since Hal was deeply involved in the deregulation of the electric as well as the natural gas industries, he anticipated the deregulation of the telecommunications industry. With that in mind, he formed KMC Telecom in 1995 which began as a Competitive Local Exchange Carrier (“CLEC”) prior to the passage of the Telecom Act of 1996. The enactment of this law opened an even greater opportunity for Hal’s vision of a unique telecom company that customized services to its customers to be realized through an open and competitive marketplace. KMC Telecom eventually deployed over $2 billion in capital, had over 1,500 employees, and revenues of approximately $600 million per year. KMC Telecom became one of the country’s largest independent CLECs and built a national data platform that carried 1/3 of the US dial up. The CLEC was sold in 2005 and the data platform (Hypercube)
was sold in 2013.
Joined by his two sons Matt and Justin, Hal also started KDC Solar in 2009 which deployed approximately $400mil and was one of the largest owners and operators of net-metered solar projects on the east coast – with over 125 MWs of operational projects before being sold in 2019.
Hal, Matt and Justin, founded KDC™ Ag in 2016 to tackle the huge problem of food waste. KDC™ Ag’s mission is to convert supermarket fresh food leftovers into animal feed and pet food and build their process
to an infrastructure scale.
Hal, Matt, and Justin continue to expand KDC™ into other large scale infrastructure platforms including helping our planet reduce and recycle waste paper and cardboard, as well as produce carbon-negative concrete.
Hal graduated summa cum laude from Lafayette College with a Bachelor
of Science degree in Mechanical Engineering and became
a Professional Engineer.
Matthew Kamine

Matthew heads up the KDC team of experienced engineers and construction project managers to support both the business development group and the operations platform. Matthew’s expertise is taking large infrastructure projects from conception to operations, ensuring a seamless integration between all key parties involved in the business. In leading this integrated approach of KDC, Matthew has developed over $525 million
in project executions to date.
Joining KDC in 2007, Matthew grew to become the Senior Vice President of Development and Engineering for KDC Solar and oversaw 125 MWs of development, permitting, engineering, construction, and operations. Working on the many facets of the project development cycle allowed Matthew to expand the view of KDC and apply those skills to the other sustainable infrastructure platforms that KDC is now pursuing.
Matthew graduated with a B.A. in Engineering with a minor
in Economics from Lafayette College.
Justin Kamine

Justin spearheads the business development and public partnerships for KDC. He joined KDC in 2011, and since then has been at the forefront spearheading the development and business cases for sustainable and environmentally progressive technologies while building a network of people that believe in the mission of sustainability at scale.
He was recently awarded Forbes 30U30 for Food, while also being ranked 50 Most Impactful Entrepreneurs in the U.S. He leads much of the public outreach for KDC and won the Clean Tech Equity Award presented by the Prince of Monaco and is a founding member of the Forbes Impact Summit focused on bringing together entrepreneurs, investors and impact focused funds to drive real meaningful change.
Justin is a Board Member of Earthday, the largest civic platform focused on Earth, the cofounder of UPGRAID, a plant based healthcare company, a board member and investor into Loliware - the world's first seaweed based bioplastic - and an investor into Salted, an on-demand healthy food nationwide network of ghost kitchens, providing healthy and affordable foods to cities previously considered food deserts.
He graduated Lafayette College in 2011, with a major in Environmental Public Policy and Economics.
